How much should I expect to pay for Website design?

How much should I expect to pay for Website design?
I'm setting up a new business, and just need a ballpark figure (in £'s) for how much I can expect to be charged for help in designing and installing a website? Is it charged per hour of designers time, or depending on how complex the site is (I just want a basic one for now)? And where is the best place to start to find somebody who can design it? And how long can I expect it to take to be up and running?
